Yes, this is a real quad-copter. IT IS NOT A DRONE. It is a manually piloted quad copter which I suspect is designed for quad RACING, which is a relatively new sport, but getting popular very quickly. This video has been making the rounds in the helicopter community lately. If you look at his video channel, there's a few videos of this copter and others like it, and he explains how it was made.

Now yes, that IS the fastest quad I've ever seen, but it's not a major technical achievement, it's just massively over-powered.
Actually, the video title IS the description of how he made it:
MiniCP120 is the frame, 2208 2000kv is the motor, kiss 18-amp ESCs, 6x4.5 propeller, NanoWii controller, and 4S (14.8V) 1800 battery (which is the massively over-powered supply) - typically a quad this size runs on 2S (7.4V) or 3S(11.1V) batteries. That extra 3 volts makes a big difference!
